How to reclaim your impound vehicle in Perivale

If you’ve received a seizure notice because your vehicle was seized on the belief that a vehicle was driven in contravention of Sections 87 or 143 of the Road Traffic Act 1988 – driven without a driving licence or valid insurance or If your vehicle has been lost or stolen.
What to do if your vehicle was seized because it was:
  • being driven while untaxed or not registered with DVLA
  • subject to an investigation
  • driven in an anti-social manner
  • causing an obstruction or danger
  • abandoned after an incident
  • involved in a road traffic collision or broken down

Your seized vehicle may not be ready for collection for up to 8 hours after the time of seizure.

Motors insurance policy allows us to recover and transport third-party vehicles on behalf of their owners, for the accident, PG9 or stolen vehicles.

You can only collect your vehicle from Monday to Sunday, 11:30 am to 7:30 pm.
Your vehicle will be disposed of if not collected after 14 days.
Usually, the owner or registered keeper of the seized vehicle must attend the Perivale Impound in person to reclaim their vehicle, per Regulation 5 of The Road Traffic Act 1988 (Retention and Disposal of Seized Motors Vehicle) Regulations 2005.
By attending in person, the staff can meet their statutory duty to establish ownership, driving entitlement and the validity of any motor insurance policy.

The registered owner/keeper is responsible for producing all documentation in all circumstances.
Proof of identity – valid photo ID
This means either:
  • driving licence
  • passport
  • national identity card
  • identity card issued by a reputable UK body, for example, HMRC or UK Visas and Immigration

Proof of ownership
You must produce documents to satisfy that you were the registered owner/keeper of the vehicle at the point of seizure.
There are two options available:
Option 1
You must produce these documents:
• the current logbook (V5C) in the name of the owner
• proof of address to match the address on the V5C

Option 2  (new owner of the seized vehicle)
You must produce these documents:
  • the new keeper supplement/slip from the current V5C in the name of the owner, unaltered and dated within two months of being presented
  • proof of address to match the address on the V5C
  • a reputable and verifiable bill of sale, which must be dated within two months of being presented (this must not be handwritten or altered in any way)

Items which should be considered in a bill of sale:

  1. Date of sale.
  2. Vehicle registration number and, ideally, vehicle make and model.
  3. Seller’s name and address and business details, if applicable.
  4. Buyer’s name, address and business details, if applicable.
  5. Signatures from both parties.
  6. The amount paid.

  • a completed application for a vehicle registration certificate (V62)

The V62 and the V5C slip must be given to the staff, along with an envelope and a stamp. The DVLA will send these documents to ensure the vehicle is properly registered in your name.

Nothing prohibits the transfer of ownership or Registered Keeper status of seized vehicles
whilst in custody. Front Counter Staff must be satisfied with the proof of ownership produced before ownership can be transferred, .so documents must be checked to the same standards as detailed previously.

Motor trader
If a vehicle ‘in trade’ has been driven on the road without valid trade licence plates displayed at the point of being seized in the Perivale impound, it must be registered to an owner immediately. Please note you must have a set of valid trade plates to display on the vehicle if it’s being driven away.
Where the valid trade plates were being used, the following documents must be produced:
  • the current logbook (V5C) unaltered with the sale/transfer to motor trader slip detached
  • a reputable and verifiable bill of sale (this must not be handwritten) or trade book
The motor trader must comply with the abovementioned options in all other circumstances.

This statutory requirement for the owner or registered keeper to attend in person can be waived if there is a valid reason why they cannot comply, for example, If you’re:
  • not currently in the UK – ( a copy of flight tickets )
  • detained in prison – provide a letter from the prison on headed paper
  • detained in hospital – provide a letter from the hospital on headed paper
  • immobile due to age, injury or disability – provide a letter from a health care professional on headed paper

As well as the relevant documents, the person collecting the vehicle must attend with the following:
  • a letter of authority signed by you authorising the person or Motors to collect the vehicle
  • a copy of your passport or driving licence as proof of your identity and signature
If the registered owner/keeper has died and you’re the next of kin collecting the vehicle, you’ll only need to provide one of the following:
  • medical certificate showing the cause of death (signed by a doctor), or
  • death certificate
In exceptional circumstances, you’ll also need written confirmation from the investigating officer.
In all circumstances, the person collecting must still produce a valid driving licence and valid certificate of insurance.

If you’re a registered company and own or insure the seized vehicle
In these circumstances, the person collecting the vehicle must produce a letter of authority from the company registered on the V5C. If hired under an official agreement, a hire agreement from the company is registered on the V5C.
A letter of authority must be:
  • reputable and verifiable
  • include the company number
  • signed by an appropriate official from the company
  • detail the individual collecting or Motors on your behalf.
  • Dated within two months of being presented
A hire agreement must be:
